Regional Representatives

The following individuals are the Regional Representatives for 2022-2024.

Western Region:
Bill Musico, P.E., CPESC
For the past 6 years Bill has been the Montgomery County Floodplain Administrator with additional responsibilities of Stormwater and Sediment Control Permitting Review, with MC – DPS Department of Permitting Services.  As floodplain administrator he developed the county’s Floodplain Study and District Permit requirements.  He also implemented a County Floodplain GIS database for representation of Floodplain Maps and developed County policy for the regulations related to development within regulated Floodplains.  He is responsible for review and permitting of Engineered Sediment Control and Stormwater Management Plans for construction.  He also developed SC and SWM design standards and technical policies for implementation.

Central Region:
Kelly Palmer, CFM
Kelly has worked in the field of Floodplain Management for almost 14 years. She currently works for Charles County Government in the Department of Planning and Growth Management on the Zoning and Land Use team. Kelly serves as the County’s Floodplain Manager and she is working to get the County into the Community Rating System Program. Kelly graduated from Frostburg State University in 2006 with a degree in Urban and Regional Planning.

Eastern Region:
Bryan Lightner, CFM
Bryan works for the Town of Charlestown as the Town Administrator. He reviews building permits, answers questions related to the zoning ordinance, and implements the Town’s Sustainable Community Action Plan. He’s also a certified floodplain manager and leads efforts related to public information, stormwater management, and green infrastructure restoration techniques.
