The Maryland Association of Floodplain and Stormwater Managers (MAFSM) Annual Conference attracts attendees from local, state, and federal government, as well as the private sector throughout Maryland and surrounding states. Each year, it attracts approximately 200 engineers, planners, water resource professionals, and NFIP Coordinators.

We will have networking opportunities, vendor exhibits, and a packed agenda with approximately 20 technical presentations. Six (6) CECs from ASFPM are PENDING for this event.

Please join us as she presents:  Federal Flood Policy in Transition: What Mid-Atlantic Communities Could Expect in 2027

Elizabeth Duffy is a Washington-based government relations strategist specializing in federal flood policy, hazard mitigation, and community resilience. As Washington Liaison to the Association of State Floodplain Managers, she represents the interests of floodplain management professionals before Congress, federal agencies, and national policy organizations.

With more than a decade of federal advocacy experience, Elizabeth closely tracks the legislation, funding decisions, regulatory actions, and administrative developments affecting FEMA, the National Flood Insurance Program, federal flood mapping, mitigation programs, disaster policy, and the nation’s broader flood-risk management framework. She works to ensure that federal policymakers understand how decisions made in Washington affect state and local programs, community resilience, and the professionals responsible for reducing flood risk across the country.

Elizabeth is known for translating complex federal policy developments into clear, practical insights and helping stakeholders understand not only what is happening in Washington, but why it matters, what may happen next, and how floodplain professionals can help shape more effective federal policy.

SCHOLARSHIP OPPORTUNITIES:

MAFSM supports the education of its members by offering up to 10 conference scholarships/association memberships to its Annual Conference. Recipients of the scholarship will receive complimentary registration to the conference as well as an annual membership. Apply by Monday, August 31 by 6 PM ET here.

CONFERENCE REGISTRATION FEES

Your registration fee includes breakfast, lunch, a conference completion certificate, and a 1-year membership to MAFSM.

Fees are:

  • Federal Govt Employees* – $195
  • Private Sector / Consultant – $225

*No government contractors and must have a .gov email address

HOTEL ROOM BLOCK

The Maritime Conference Center has a limited block of sleeping rooms. The guest room rate is $169.00/per night + taxes (Single Occupancy) which includes WiFi, airport/train station shuttle service, dinner buffet (5-6:30pm) and breakfast. Double occupancy is $214.00/per night + taxes.
